Write what you feel. If you are close to her, then write:
Happy Birthday, Love from.
Or if not so close,
Happy Birthday, Best wishes from.
Or in between
Happy Biirthday Hugz
It really depends on your relationship. Perhaps you feel self concious or that you are betraying your biological Mum, by putting 'Love From' don't be, cos you arn't. Its nice to send and recieve good wishes, and Love says that.

You are referring to her as your Stepmom...How is your relationship going? Did you know that a mother in't only the one that gives you life?..It may also be the one who has to qualities of mothering you, caring for you, loving you and accepting you into her world. Days are short...did you ever think of how special you are for having two mothers? Accepting your Stepmom as a real "entity" in your family relationship will make everybody happy...why not start today...remember she does not replace your real mom...but only enriches you and your relationships. You could write the following:
Dear mom...this might come as a surprise...but I really want to be your friend...I want to welcome you into my world...I want your to be part of my life.
