The idea is to restrain the use of the one arm that he does have. Using one cuff around his wrist and the other around his belt at a belt loop (probably behind his back) would be sufficient. If it is something like a prisoner transfer (say to court or another jail), the chain about the waist restraint will work just as well on him as it would on a two-armed person.

I have arrested several one armed violators during my career. I carry a length of strong but light chain with a brass clip on one end and a loop on the other. I apply it at the waist and both cuffs around the wrist and over the loop. Pant belt loops tear off too easily and a belt is too easily unhooked. In an emergency I cuff the wrist to an ankle till the arrestee calms down.

Cuff the arm then fi the one armed man has a belt put the other cuff on his belt with the buckle as far away from the hand as it can go. if no belt a leg will work but you'd better have some leg restraints.

there's a special handcuff for a one armed man It would make him look like hes got his hand in his pocket but the other cuff is secured to his dick.

May i asume that they hand cuff this man after they have renched his arm up his back and broke it, oh and not forgetting a few hits with a batton.
He/She has given the law a good reson for arrest, lets just beat the f**ker to near death and then they can walk from court using the human rights thing!
If you have given the police cause to arrest you, just except the fact your a criminal and take your punishment.

To start you would put the other though his belt.
In many cases they, or thier supervisor will also carry a waist chain ( used in very serious prisoners) it goes around thier waist and in case of two handed people they cuff goes into a special box designed to hold the cuffs in place.
But you can also use it to hold the cuff on a one handed man

They double loop the cuff through the belt, if possible, and both cuff loops are attached to the same arm. I guarantee that there are contingencies should there be no belt to loop it around.
