NO, God's the biggest trouble saver. He has always been there for me in times of trouble. He sustained my family and so many others (you should hear the stories people from the MS Gulf Coast have to tell)during and after Hurricane Katrina. I don't know where you live or if you've ever had to live through a force of nature like what hit us last August, but without the love and care of the Lord many of us would not be here to tell about that disaster. God is a very real and comforting presence in the lives of many people. The world has trouble because it is inhabited and run by man. We(human beings) and our inability to think about others and to get along are the ones who are causing all the worlds problems.
As a matter of fact I am sure that God is very distressed over the way we have turned out. He flooded the earth once because he was thoroughly disgusted with his creation, I am sure there are times that he probably wonders about his decision to save it at all.

Yes because he knew all these troubles were going to happen before he even created this world, so he has literally made a big decision to allow all these trouble to happen anyway, so he is definitely hugely responsible.
