If you've talked to your neighbor and they refused to correct the situation (typical cat owner), catch the cat and bring it to your local animal shelter. Ya know, people get mad if their dog gets loose but it's ok for a cat to do whatever it wants. NOT COOL!

You can buy commercial things like Get Out of My Garden and use in your garden, but it has to be replaced every few days. If you can see them in your garden if you will use a spray bottle to squirt gun with water and a tiny bit of vinegar and spray them when they are in your garden it will make they get out and not want to come back. You might have to spray them a couple of different times for them to get the idea.

This might sound strange, but it works. Buy Lions urine (you can get it from certain places, I think) and spray your fences with it. The cats will steer well clear of it.

This is because the domestic cat is descended from the African Wild Cat, which obviously have an inbuilt wariness of lions.

Why would you want to? I would think this cat would keep rodents, that eat your garden, in check. You could also throw their crap into next years compose pile...

I would have a serious talk to your neighbors about keeping their cats indoors, if it keeps up, call the animal control. I wouldn't put up with that.
