Civil society doesn't promote democracy in any place of the world. Civil society tends to over-emphasize majority rule but lack the liberal values when no previous democracy culture prevailed in the society.

I’m not quite sure what you mean by “tables” and the phrase, “active civil society” can have several meanings. I’m taking this to mean that, “a proactive citizenry involved in governmental processes, results in a government responsive to the people.”
If that is relatively close to the question meaning, then I would continue by suggesting that they government style resulting is primarily dependant on the cultural evolution of government in that area. That is, government is a result of the cultural evolution of the people. Further, democracy is a short term governmental phase which will most likely lead to a dictatorship as a counter balance to the majority mob rule of which democracy is comprised.
The American form of government has evolved from over 3,000 years of trial and error that was substantially and increasingly focused on the individual as the source of sovereignty and rights. From this written documents came to pass beginning with Magna Carta and currently focused on the Constitution of the United States which established a Representative Republic.
