Either way is correct.

"Makes" in 'Who makes dinner' is the verb that describes what "Who" does. If it turns out "Who" does not make dinner, then we might question, "Well, who does make dinner?"

To dine or not to dine. That is the question.

( kidding.)
I normally check all my problems in :
www.britishcouncil.org

Also the book:
Practical English Usage by Michael Swan
Oxford University Press

In this book he has explained in details almost all the common problems we non-native speakers of English might face. This is by far the best source I have always had for my problems.

Hope you find it useful.

The first one is more common. The second one is also correct when we want to emphasise 'does'. I advise you to stick to the first one, for now.

No easy answer!
'Who makes dinner?' ' I do.'
'Who makes dinner?' 'Not me.' 'Who does make dinner?' 'My boyfriend.'

Subtle difference.
By the way it's 'thanks', 'thanx' is U.S.
