Neither person involved had insurance, both agreed to fix their own vehicle, 2 wks later my friend was summoned to court. The judgement was against him, but he didn't pay because he didn't agree. I know he should have appealed then, but didn't. Statute of limitations? Thanks for all the other answers...I guess I didn't explain enough before...

Way too late to collect on that judgement now in most jurisdictions. If it's still collectable, it's way past the appeal date; that's for certain. He needs to speak to a lawyer.

Even though the time to appeal has expired, depending on your state, the judgment may not haunt your friend forever. Each state allows a creditor a specific amount of time to enforce a judgment; however, some states allow a creditor to renew a judgment a second time or indefinitely. This means that a creditor could hold a debt over your head for a significant period of your life or even the rest of your life. Check the links below for your state's criteria.

YUP. To late. He should have appealed very soon after the judgement against him.
