Frozen goods such as meat,poultry,fish,etc. are usually including a warning in its package which states:
DO NOT REFREEZE WHEN THAWED!
DEROSTED,DO NOT REFREEZE?

EXPLANATION PLEASE!

If the food has been in the refrigerator while thawing and is still partially frozen (ice crystals present) then it can be refrozen. If the food has been thawed, the safest thing to do is cook the fish, meat or poultry before refreezing. However, if the food was thawed out of the fridge or in the microwave, then do not refreeze. Parts of the surface or interior of the food will have been exposed to temperatures above 4ºC for a period of time. Thawing and refreezing anything will affect the quality of the food. Ice crystals damage cell structure and freezing may remove moisture from the food. Never thaw food on the counter. Foods thawed in a microwave need to be cooked immediately.
Since most people tend to thaw at room temperature you are exposing food to the "Danger Zone" 40F-140F These are the temperatures where bacteria thrive. The surfaces of the food will have bacteria Clostridium Perfringens which can make you very sick. It produces a toxin and although cooking will kill the bacteria it won't destroy the toxin.

If it is partially thawed (some ice crystals, some of it is still hard) then there's no problem to refreeze it. The reason that there are refreeze warnings is that if there is salmonella or other bacteria in the meat, they will multiply as it thaws, then be preserved when refrozen. When the meat is thawed again, it will have so many bacteria that cooking won't be sufficient to kill them.

So when you accidentally thaw some meat out, you can cook it and then refreeze it.to avoid this potential problem.

There's no serious health risk to refreezing frozen food, but what happens is that the refreezing creates huge ice crystals in the food that was alread previously damaged by freezing the first time, and it makes the food tasting dry, and odd when you re-thaw it. It's more of a taste and quality issue than a health one.

when a frozen meat is thawed decompsition continues at normal rate and bactireas wich were frozen with the meat began to reproduce at an accelerated rate as they were dormant during the time frozen at this rate a peice of meat that was frozen two days after slaugter and thawed 7 days latter will produce 9 days of bacterial growth in a 24hr period . refrezing will only preseve bacteria and cause another acceleration in growth apon thawing .
cooking the meat will kill bacteria .
meats that have ben frozen should always be served well done

if you thawed it in the fridge for a couple of days then its ok but if it set out to thaw then you need to cook it to doneness do to the danger zone between 40 degrees and 150 degrees when food bourne bacterias grow at their best so remember these when cooking ground meats and caqnned products and anyother food items

Only for few day we can keep in any food items in freeze after that it will become poison.
