Don't propose. You should know someone for at least 2 years and be at least 18 years old before you propose. Then be engaged at least one year before you get married. You think you are in love but one day you'll look back and know for sure if you were or weren't. Take your time! Enjoy your high school years first.

Honey, you are sweet. But, if you're proposing marriage, your
heart may be in the right place, but your timing is a bit off.
I think people should wait until they know what life is about
before taking on such a big commitment.
I'd propose taking her to an icecream shop on Friday after
school where you can hang out together and talk. Maybe you
can become steady dates. But, easy does it cowboy. The most
you should hope for is that the two of you go steady. Wait a
few dates before proposing that.
Propose Icecream after school, a movie, a lunch, a walk
around town, a party.... It's a little early to even think of marriage.

If you mean to make a date with her, GO ON AND DO IT. Invite her to go to the cinema, a concert, an exhibition or something that can be of interest to you both, so you are on a date that is not too formal. If the date goes well it won't matter what you were doing, but if it goes wrong at least you did something that was interesting and had a good time. Don't pronounce the word love yet, it is too soon. Remember, you have to ascertain that she likes you, first!. Give tiny steps instead of a big one. By the way, if she likes you she will say yes to going out. Best of luck!

No...you love her now but it's 16 yr old love. You still have so many changes ahead of you and not only in your body...pretty soon you'll be making choices on education - university/college, moving out, a job etc etc...who's to say she'll want the same? I don't know how long you've been with this girl but I'm guessing you haven't had much experience outside of this relationship...and while that can be fine what happens if you get tied now and when you're 40 with kids find you want to "live life" because you never got to?

Propose?? As in marriage??? No. Ask her on a date? Sure. But what do you mean you fear what will happen if she says no? Are you talking about violence? By whom?
However, if you think she will say no to a date, try to find a group activity, where many of your (and her) friends will be - maybe a sports event or some school activity. Then you can talk with her and see how she responds to you. If she is willing to spend time with you in a group, she should be willing to spend some time with you without being part of a group.
