Sister day is august 5th. Give a gift certificate to dinner for the two of you to share a day together making good memories. Take a cheap disposal camera and put it in the gift bag with a voucher of one free day together with dinner, ect. Add a special heart necklace in the bag adding on your note "a sister's love never dies" Develop the pictures and make a small memory book of this day together

Charge up one of those gift cards at a bookstore or other general interest store. I usually use Borders because they have CDs and DVDs as well as books and magazines. It lets a person choose their own gift, in their own time. And they make ones that have graphics specific to Happy Birthday, so it is giving a card and a gift in one.
