Do that in the options... goto yahoo messenger then at the messenger menu...at the end click on preferences... and goto webcam..or security....

you can do this for your web cam. that others dont need to seek your permission, but whenever you are accessing, unless and until the user has made his/her cam free for all, you cant see it without his/her permission... dont look for more and waste your time. this is the only reason and solution...
