Im not sure why you would want shiny skin, as that is a key sign of having too much oil on your face. But if you mean like they do in the magazines they use certain products for it, shimmering powder, etc.
For your hair there are many methods. You can use egg whites, vegetable oil, hot oil treatments, or just buy glossers from the store. Also heard that rinsing your hair in colder water will make it shine.

well, if you want a home remedy, then boil some cilantro and use the water to wash your hair after you shower and leave it in... It does not smell at all. I do it all the time, and it makes my hair very shiny.
Otherwise, I use Victoria's Secret Shampoo the Pink long bottle "Very sexy" and it makes my hair shiny and sleek.

1.Tips For Shiny Hair
Use heat-activated shampoo
Deep condition at least weekly
Don’t use a lot of styling products as they can dull the hair by coating it.
Use Strawberry hair mask: mash eight strawberries with one-tablespoon mayonnaise. Massage this into washed but damp hair. Cover it with a shower cap and then a warm towel. Wash out with a shampoo and then condition. This mask will give your hair a rich gloss.
Increase the shine in your hair by giving your hair a cool blast of air to seal the cuticle after it is completely dry. If the cuticles are ragged then your hair will not shine.
For blonde hair use a few tablespoons of lemon juice to your rinse water. This will make your hair shiny.
For brown and red hair add a few tablespoons of apple cider vinegar to your rinse water.
For shiny hair you can also mix one teaspoon of honey into 4 cups of warm water. After shampooing, pour the mixture through your hair, but do not rinse. Dry as normal.
2.Most of us are gifted with beautiful skin but are not careful in preserving its original texture. Therefore during the climatic changes the tone of the skin changes and turns rough. If you regularly provide nutrition to the skin it is likely to remain glowing.
The food we consume also has a bearing on the way our skin looks. Foods containing greasy, oily and fatty substances make the oil glands overactive and therefore we are more likely to face various skin problems. Water is a very good as it cleanses the skin pores. It fights against all the toxins in the body. Therefore it is necessary to consume 8-10 glasses of water per day.
Besides, scheduling an exercise program everyday is very good. The excessive oily substances are drained from your body through the sweat that is produced when you exercise. The workouts also relieve you from all types of stress that reflect on your face directly.
Take care of your skin by applying the proper type of lotions or creams. Do not use the products that contain strong chemicals as it could ruin your skin. Do not smoke because it directly affects your skin and speeds up your ageing process.

For your hair you can start with and egg shampoo and beer rinse. It sounds gross, but it really works. Of course you shampoo with regular shampoo afterwards, but something about the two (protein, i think) makes your hair really shine. And for your skin, maybe try a lotion that has a shimmering agent.
