I really feel your pain. Mine does it, too.
Have you tried one of those pumice sticks for porcelain? I am betting it's from rust and mineral deposits in your water. We have three toilets in our house, and the one in our (husband's and mine) bathroom gets this horrible ring in it from stuff in the water. I finally asked our contractor about it, and he told me that it's probably because it was a bathroom that was added to the house, and it doesn't get its water supply from the same place the other two toilets do. He said there's just more minerals and rust in the pipes that feed that particular toilet. I have to use the pumice stone cleaner, because the stuff won't even come out with a strong lime and mineral cleaner.
The thing I am talking about is usually in the same aisle as the toilet cleaning supplies at big chain stores like Target or K-Mart. It's about 1.5 inches square, by about 6 inches. As you scrub at the brown stuff, it scrapes it out of the bowl. The pumice is natural pumice, so it removes the deposits, but isn't hard enough to scrape the porcelain.
If you don't have pets or little kids who might get into the water, I have also seen some of those drop in flush things that help with mineral and rust deposits. I guess they coat the bowl each time the toilet is flushed, and help keep the stuff from building up in the first place. I don't know how well they work because we have a dog, and once in a blue moon, she'll actually drink out of the toilet, or stick her nose in it, so I don't use any kind of drop in.
I hope that helps you. I know I hate to look at a toilet I just cleaned two days ago and see brown stuff mucking around the sides.

Do you mean the brown ring that won't go away where the water line ends? Don't ya just hate that? I've tried everything also. lol There must be an answer out there somewhere! Funny that you put that question in here....
Oh, I never had this problem before moving to Hawaii, either, so I AM asuming it's something to do with the water here.

If you live in the states, go to WalMart. They sell this product called Sno Bowl that works fantastic. It even gets the old stains out and it doesn't ruin the porcelain.

Have you lifted the top of the tank and looked into it .And perhaps you live in a town or city where the pipes are old and they,(pipes) are lead.

try a rust remover or clr i live in Texas most of the water in the south is hard ie lost of minerals in it don't feel bad it happens

its likely old and the surface has been so dammaged you cant even bleach it out anymore, it needs replacing.
