I have ANOTHER qeution go figure.?

ok this one is..... what size should a woman's upper thighs be in relation to her calf and lower legs....let say for arguments sake her calfs are 15 inces.....oh and is that big... i don't know that's the number i thought of.

It can be of 17 inches
