Your local animal shelter or animal rescue groups would be the place to start. There may be a small fee, but it will cover needed medical expenses such as shots and spay/neuter -- and usually less than if you would take the animal for services yourself. There is no such thing as a FREE animal. Please think about the time, money and attention it will take to provide a proper home for the animal.

No kittens are free if you intend to get them proper veterinary care. Most shelters have tons of kittens waiting for homes. I am concerned if you are not willing to pay the small adoption fee, what about their veterinary care? Getting a pet is a lifetime commitment that should be taken seriously.

look in your papers, check vets offices talk to friends and family and neighbors to see if they know of any. but best bet is to go to your local shelter you will be doing a better thing adopting one there than getting a free kitten. if you are getting a free kitten because you can't afford to buy on or a small adoption fee, then please do yourself and your kitten a favor and not get one till you can afford it.

Please go to your local animal shelter to find a kitten just waiting for someone to take it/them home~you'll feel better knowing you saved them from a very sad life locked up in a stinky cage.

Unfortunately there are way too many out there, go to your shelter and find your new best friend. I am a volunteer at our Humane Society and ours have had their surgery, microchipped and initial vet treatment.
