Is there an online license verification site?

On the National Registry for EMT's website (www.nremt.org) scroll down until you see "Check emergency medical personnel status" on the left hand side in the blue area.
You will need to know the medic's first and last name and the city in which he or she is living in. That will tell you if a person is registered with the National Registry of EMT's but will not tell you what registry level they are (basic, intermediate, or paramedic) and it will not tell you if they are licensed in New York.
For New York state, the website is http://www.health.state.ny.us/nysdoh/ems/main.htm
It didn't look like there was any kind of a search engine for checking if a medic had a New York license, but you might be able to use the contact information on the website, and call or email to find out.
You also might be able to call the service that the medic works for to find out if he or she is currently certified. Chances are, if the medic is working for a service in New York, then thier employer has verified all this information.
Hope this helps
