I seen Sugar Ray fight and he had all the goods. I thought he was the ultimate fighter, brave took a hiding against Thomas Hearns to give a hiding. Physically strong, manhandled Marvin Hagler. Brawled with a brawler Roberto Duran and outboxed a boxer Wilfredo Benetiz. Had fast hands and feet, could punch and box, was smart, could fight an intelligent fight, brawl, he had all the goods.
The difference is that Sugar Ray was a natural welterweight. Roy Jones grew into a middleweight. The frightening thing is that he handled the transition from middleweight to light heavyweight, to heavyweight with ease. He still retained all his skills. I would have liked to have seen him as either a welterweight or lightweight. He's an amazing fighter.
I'd go for Roy at middleweight and maybe Sugar at welterweight. Remember Ray retired prematurely so we missed a few years whereas people have only seen the glimpses of Roy Jones and wonder what could have been.

At 168 a primary Roy Jones Jr. became probable the terrific expertise boxing has ever seen. He beats every person in this classification even the super 'Sugar' Ray Leonard Jones unanimous determination over Leonard 117-111

That depends on what (weight) category will they fight. Remember that both fighters won titles in different weight divisions. Leonard began his career as a welterweight while Jones started as a middleweight before they both ventured in the higher divisions, with Jones even winning a piece of the heavyweight title. If they will fight at middleweight (160 lbs.), I think Ray Leonard will win just like he did against Hagler although he would have a tougher time because unlike Hagler, Jones is quicker and moves a lot like...yes, Leonard. But Leonard's fighting smarts and adaptability to any style of fight will get him through. It will be a different story if they fought in the light-heavyweight division which was Jones' domain for many years.

In boxing history, A good big man beats a good little man with a few exceptions.
Leonard - TF 40 KO's 23 - wins over Benitez, Hearns, Duran and Hagler - KO'ed by Camacho (Marcino was smart to stay retired).
Jones - TF 50 KO's 36 - wins over McCallum, Toney, and Hopkins -KO'ed twice - Good fighter with athleticism but later found out to possibility be the Wizard of Oz.
Leonard could win a decision at 154 and maybe at 160 at any other weight classes it would be Jones.

Good as Jones is, and despite being just a bit overrated IMO, I'd have to say in his prime Sugar Ray Leonard would take him...of course, if you want to talk about boxers in their prime, the original Sugar Ray (Robinson) would beat them both...

easy, Roy Jones Jr. he had the speed to match Ray and power to knock him out. And roy has never been touch until the end of his career. He is one of few boxers that has gone his career with long stints without even losing a round.
