Rhino's aren't sentient that's why. Punishment is a phenomena used to inform those that would be punished if they commited a wrongdoing that they will suffer the punishment. Most animals don't respond to punishment unless the punishment occurs IMMEDIATELY after the transgression, much like how I have to squirt my cat with the watergun while she's in the process of tearing up furniture.
Now, rhinos that end up trampling over and killing people, we kill. Not as punishment, but so that that particular rhino isn't around anymore to kill again.
As for lions killing gazelle, gazella aren't sentient either, so it's not a crime we're willing to enforce. It's not a crime at all.

I'm with Upallnite. Animals lack self awareness. Their behavior is guided by instinct and they have no concept of right or wrong. You can't hold animals responsible for their actions for the same reason that you can't hold crazy people responsible for their actions. Morality is a human thing.
