You are shaving too close and abrading the skin. Men have the same thing if they shave their neck too closely.
The skin is thinner and more sensitive on the neck and the pubic areas. The red bumps indicate you took a bit off the top layer of skin... could have been a bump on the skin that was taken off when shaving the area. So small you aren't aware of them but, the razor is.

Its razor burn just like we get it on our legs or armpits after we shave there sometimes.

its irritation/razor burn from shaving because your skin is more sensitive down there
