Why does my Jenday Conure's Feathers stay fluffed?

Are they fluffed ALL the time? Usually, parrots only "fluff" when they are sleepy, sleeping, cuddling, cold, or possibly sick. If he's fluffed ALL the time, I would be very concerned and make an appointment with the vet.

He may be cold - is he in air conditioning or possibly in a draft? He should not be puffed all the time.

hm, nothing more i can reply from what's already been said. take him to a vet????
