One reason they wear those balaclavas is that they are fire-resistant ( useful when they deploy flash-bangs). Another is to protect their identities. And a third is that they add a certain intimidation factor when they do entries.

Terrorists dont wear black facemasks. lol. They blend in with the crowd. If a terrorist was in florida on a sunny day. Wouldn't it be obvious if he was wearing a black face mask at the mall? hahaha

To protect their identities from the criminals they will prosecute and so that they can live normal lives when they are not at work.
Also mild facial protection against flack and ricochet.
