no because jesus already asked Peter if he loved him 3 times and that was how Peter knew he was forgiven.....I think it was for confirmation that what jesus taught them was happening and they would believe

I think an angel said this in Mark, and sort of in Matthew. But each translation, and the Gospels have the facts described a bit differently. Peter would not have been a disciple, I guess, if he denied Christ, which most say he did. I say Peter denied knowing Him. Well, I do not know Him in person, either, yet my faith is in Him, and He has saved me. Peter did not know he had been forgiven before he even committed the sin. But how can one not do what the Lord knows one will do.

I think it was because Jesus wanted to encourage Peter in the fact, not only that He had overcome death and that He was with them again, but that He also wanted to include Peter in this knowledge...that He had not abandoned Peter because of his sin and that He wanted Him to be happy again and rejoice with Him.

Jesus had descended (or returned) from hell, and had not yet ascended to his father.
Peter was the (top in charge) head apostles of Christ.
A better story of Peter is when they were later on the beach eating fish.
John 21
15 When they had finished eating, Jesus said to Simon Peter, "Simon son of John, do you truly love me more than these?"
"Yes, Lord," he said, "you know that I love you."
Jesus said, "Feed my lambs."
16 Again Jesus said, "Simon son of John, do you truly love me?"
He answered, "Yes, Lord, you know that I love you."
Jesus said, "Take care of my sheep."
17 The third time he said to him, "Simon son of John, do you love me?"
Peter was hurt because Jesus asked him the third time, "Do you love me?" He said, "Lord, you know all things; you know that I love you."
Jesus said, "Feed my sheep .
It is to the apostles to teach on 3 levels

Precisely.
Minor point: It was an angel who said that.

I thought that Jesus already questioned if he (the disciple) loved him three times. (Of which he responded, yes I love you but not in agape love).
