I'm looking into buying a new car with GREAT gas mileage and one that can hold 2 medium sized dogs 45 and 55 pounds comfortably for my 1900 mile trip. Any suggestions?

You should buy the
2007 Toyota Camry- 24 city mileage/34 highway
2007 Toyota Camry Hybrid- 43 city mileage/37 highway, it has a lot of space also, or
2007 Chey Malibu-24 city/34 highway

What do you consider "Great" gas mileage? What is your price limit?

I have one SUV and one Car recommendation.

SUV- Honda Element- You can get a new LX model for under $18K and the EX model for about $20K, both with automatic. The EX model adds upgraded stereo, waterproof back seats, and side air bags. The rear seats can be removed or folded to the sides so for maximum cargo capacity. Get the cargo net and you can seperate luggage from your dogs with the seats folded up. It is also available in 2wd or 4wd. The 2wd gets about 23 mpg city and 26 mpg highway.
I, personally have one and it is the best vehicle i have ever owned.

Car - I would look at the Hyundai Sonata, 4 cylinder. Mid-Size Sedan that will get you low 30+mpg highway, and you can get it around $15K with Automatic.
