If I am reading this correctly, your guy friend has decided that you are the girl that he wants to date. He has come to the realization that you are the one who makes him feel special.
The question is, how do you feel about him? If you like him and you would like to see where the friendship goes, tell him that you are interested in exploring the friendship but you are not officially boyfriend/girlfriend until YOU feel the same way.
By the way, how old are you? If you are younger than 17, you are too young to be exclusively dating just one guy. You need to date several guys to learn about the qualities that you like and do not like in a man. Dating does not mean sexual activity - just going to a movie, miniature golf, dinner...
If you do not like him like that, you need to let him down gently. You can tell him that it is not your intent to hurt him but you do not have the same feelings for him. Let him know that you appreciate his honest and you know how hard it must have been for him to come forward with it knowing that you might not be interested. Let him know that you are truly sorry for any pain caused and you really hope that he does find somebody else who will make him happy.
One last thing, do not tell all of your friends about it or rumors will get around and he will be hurt in the fall-out.
