If he doesn't have fleas, it could be one of a couple of things.

1. Allergies- I know it sounds werid, but my dog has them every year in the summer time. The vet can give him a shot, or prescribe ointments and pills. Usually if it is allergies, they scratch around their eyes and lick their paws.
2. Infection-If he is scratching his ears alot he could have an ear infection.
3. Dry skin. Usually a dog is itchy all over with dry skin.

Your best bet is to see your vet-he/she will be able to tell you and prescribe something for your dog. Hope this helps!

One flea bite could make a sensitive dog itch for 5 days! So it doesn't take a lot of fleas to cause severe reaction. Could be a skin infection or allergy or mites (scabies) or ringworm. Your vet really needs to diagnose and give him the right medicine to help.

He probably does have dry skin. For a short term solution, buy some conditioning spray. I use OxyMed Itch Relief on my dog. It's very soothing to the skin, made with Vitamin E and oatmeal. Also, a good tip, feed him fish oil tablets. It helps keep skin healthy.

my dog an akita had the same problem itched constantly i had him at numerous vets they kept giving him all sorts of antiobiotics and it wasn't cheap finally i took him to a vet that specialized in allergies and he was tested and i come to find out he was allergic to everything he was around wheat and oats which are the prime ingredient in all dog foods and treats fleas dirt ants trees grass turkey chicken and many more not saying your dog has allergies but i would take him to the vet and get him checked out they might be able to cure him by a simple benadryl not mine hes on steroids for his life and allergy shots . benadryl will not hurt him you can try giving him one to ease the scratching till you get him to a vet goodluck

Then give her a bath with dog shampoo that helps dry skin, and rinse her very good, plus you can give her 1 egg (raw or scrambled)(not all the time though) and it will give her healthy hair and stuff. good luck
