There are many possible answers to this, but ...
Generally, a "fine art" is art that was produced primarily for its aesthetics/beauty rather than for its utility. The majority of paintings are admired for their aesthetics; while there are a number of reasons why an artist may create a painting (to reflect the world, to comment on the world, to inspire others, to elicit and emotional response, to communicate an idea, etc.), paintings themselves do not serve many "pratical" purposes.
Some make the distinction between "fine arts" and "crafts," although some creations, like a Greek vase from the 4th century B.C., might fall into either or both categories.
And painting is a visual art (as compared to, say, literature or music) because the primary sense we use to experience it is our sense of sight. This is not to say that other senses aren't involved though. When one admires a painting of a landscape, one might imagine the breeze (sense of touch) and the smell of the flowers and trees (sense of smell) and the sound of birds or water flowing (sense of hearing) and perhaps even a flavor of the apple on a tree (sense of taste). But when *looking* at a painting one can only imagine these sensory experiences.

Painting is classified a fine art, due to the extent of the piece. Their are many different things that play into the deffination of the fine arts. Fine art is considered to have purely aesthetic value. It is also suppose to be looked at in the view of it (the piece)for its own sake, not for a function. The visual art is just painly considered at a piece to visualize for its own. Something that you can look at. But their are more than just painting classified as a fine art.... sculptures, and other forms are fine art as well. Sometimes it is how the artist has captured the look, image, or even the brush stroke , or the way he/she did the sculpture. Just like someone may find that they like abstract, and you may not... it is a fine visual art to each persons discression...

If you look through all the categories in Art and Humanities, Visual Art needs the aid of visual or sight in order of the artist, photographers, art critics to jugde or appreciate it. Thats why there are rarely blind artist or photographers around (I heard there is a story of blind artist, but lets just leave it as a phenomenal issue), that only valid for music like Stevie Wonder, Ray Charles, etc since the necessity of having the aid of visual to pursue music is not a virtue. Other form of arts requires other tool of expression like acting (gestures, rhythm, facial expression, etc) and Music (ears, fingers, hand, vocal).
