So giving money to him would be no good at all. Maybe buy him a nice bit of soft leather so that he can make a new set of pouches.
So she won't feel out of place she should dress in an Irish dancing costume, instructions on how to make one at site 2 below. She can have it any colour she likes, personally I think an emerald green background looks very well.

I think gold hard cash, but do a clever presentation; like a pot 'o gold and a rainbow and throw in a box of lucky charms cereal to cover all the leprechaun angles.
What to wear. Well a bar mitzvah is when the lucky laddie is 13, so depending on old your sister is would be my answer for the latter.

She should wear Emerald Green, of course. I would say a dram of whiskey as a gift, but I'm assuming this is a 13 year old leprechaun, so probably not cool. A pot of gold? If you can't swing the pot of gold, a nice card and check gets 'em every time.

She should get him a bit pot of gold for himself in honour of his religious ceremony and as he is 13 I'm sure a very low cut very short Irish dancing costume followed by a 15 minute rendition of frenzied Riverdance should cover all eventualities

Your sister needs to wear green with a sprig of green clover in her hair.
Now... for a present.....get a big box and fill them with shoes, leprechauns love shoes, the funkier the better !!!
