Toshiba combo tv & vcr model mv13n3 remote control does not work?

I have a Toshiba combo tv & vcr model mv13n3. The remote control does not operate the unit but it works on another similar unit. What's wrong?

The remote may need new batteries or it may be broken.
Or the IR sencor on the tv could be bad.
