Measure up from the top of the step to the bottom of the picture. Keep the measurement the same for each one.

Yes. Common sensibility says to hand the parallel to the stairs, so the pictures are at the same eye-level as you walk up.

Your best bet would be a laser. I suck at hanging pictures it has saved me soooo much work. You can find them on tri-pods and some attach to the wall.

put 2 finish nails in the bottm most corner. not actually in the picture but let the picture rest on them then two at the top most corner locking it in place.

As mentioned before, still at eye level.
