Any fruit wine will make Brandy

Distill-- but not efficiently since you want to leave much of the character and aroma of the original wine. About 50-60% alchol is a good ratio. If the taste is too harsh you will have to run it through a charcoal filter to remove the moonshine taste. Surprisingly most of the fruity characteristics remain.

Reduce to about 35% with water.

Store in oak to get some of the color back into it and to add some tannins. A few years later you can bottle it

Brandy is distilled from the fermented juice of fruit. Most commercial brandy is made from grapes but any fruit will do. Technically tequila is a brandy as well.

Distillation is not a process for the hobbyist to try at home. Legal questions aside there is considerable expense and training required as well as odor and other issues.

Brandy is distilled red wine, That means that you have to reduce wine and the concentrate is brandy. It takes years and lots of equipment.
