A friend of mine did this at Amarillo College about 10 years ago. It took him 1586 licks and his tongue was so sore he couldn't talk for 2 days.
A group of engineering students from Purdue University recorded that their licking machine, modeled after a human tongue, took an average of 364 licks to get to the center of a Tootsie Pop. They tried the same licking test on 20 volunteers and found that the average licks to the center were 252 licks.

78. I sure like those Tootsies. They taste great. Hey I went to this candy store at the mall a few weeks back and now they are doing a trial run of 2 new flavors: watermelon and lime. They were both good.
