If someone asks "do you love your wife?" and the reply is "que qui eres decir ".....what does that mean??

1) If someone wanna avoid the question (he may be wanna pretend insanity)... "qué quieres decir" = What do you mean?

2) If someone did not understand the question at all... "qué quieres decir" = What do you want to say?

That is a questions. The translation is "What do you mean?"

I think you mean 'que quieres decir'. Literally: What do you want to say. I suspect this is a shortening of 'que me quieres decir' which is: 'What do you want me to to say?' or in other words in this context: 'What do you think?'
