It really does depend on the situation. It depends on how long she has been going out with him, how serious she is about him, and how you think she would react. Ultimately you should respect the relationship and stay away from it but there are some circumstances in which you could ask her out. If you have a friendship with her and you arent sure if she likes you then don't even attempt asking her out if you value your friendship at all.

No. By all means tell her how you feel, but to ask her out while she is with someone else is disrespectful to her relationship and some girls really hate that (me being one of them).
If she knows how you feel she will make the decision she thinks is right for her. Respect it, and she'll see that you respect her, and one day things may change.

i don't think you should go after someone that os already dating another person....i think that you should wait and if she breaks up with them then you can ask her...because you may ruin any chance you have with her if you ask her now when she is taken..she may think that you are trying to take her away from the one she is with...if you like her a lot you would be willing to wait for her ..well for a little at least....but no use pouring out your emotions ifthey already are with someone...i've done it and regret it....only makes things hard...

Yes. She may be biding her time in a crummy relationship. If you ask her out at least she'll know you like her and maybe when she's free, she'll consider it. Be ready for rejection though, just in case she is happy.

Well, why not ask her how serious her relationship with this other person is. Say, "If it's not exclusive, I'd like to ask you out some time." if they're not serious, there's no harm in asking. If she sees potential in that relationship, she'll probably say no to you, and if they're dating other people, then she might say yes.

If you know she is exclusive, then don't ask...it's not kewl (would you want guys asking your gf out if they knew she had a bf?) and if she said yes, wouldn't you question dating anyone who'd cheat?
If you're not sure if she's exclusive or know that she is not, then go ahead and ask...hopefully she'll be up front if she is exclusive...

you could, if you could find a way to be very sutble, let her know you kinda like her, then back off and let her decide.. do not put her on the spot... big turn off......... God bless
