Yes!
Hesperia Lake plants catfish every Tuesday and Thursday. There is a 6 cat limit, and the cost is $12.
WILLIAMS CATFISH FARM: The catfish bite has been excellent with many of the cats averaging about 2-0. A few cats to 10-0 have been caught in the past week. The best action has been on shrimp or cut baits doused with Hog Wild. For information, call (909) 674-7627.
Have fun! Fry some up for me!

I'm not sure about a catfish farm or pond. I went fishing at Otay Mesa lake once and caught a big old catfish using mackerel for bait. There are catfish farms, not sure about around San Diego. You might check the phone book under fish hatcheries or fish farms. El Capitan's got some nice fish too, but all I caught there was bass.

There are catfish farms but they are usually for commercial sale.
However, there is a such thing as a "pay lake", where you pay a certain amount to fish and they are usually pretty well stocked.

I am sure you have them in San Diego. Call your local Chamber of Commerce. We have them in Texas where they stock lakes and ponds with fish, so it's easier to fish. They even have a contest for kids in the Brackenridge Park of San Antonio every spring just right after they stock the river.

Follow Bush fishing, Before he goes fishing they always stock the lake or pond to increase his chances of catching a fish and use it as a photo op. The guy is crocked in all his dealings.

If the word farming, farmer, or just farm usually means bulk producer for commercial selling, then you can't fish on someone else's pond!
