Currently my waist size is 28 inches...I have been working out and toning up my abs and right now weights 126 pounds.

You need to take your body frame into consideration. I'm the same height with a very small frame and currently weigh 115 lbs. The extra weight on me shows because of my frame.

Also remember that muscle weighs more than fat.

up to 26 is an ideal. If 28 is what you can maintain then that is your ideal.

it has nothing to do with waist measurement. check out your BMI. (your height vs. your weight to see if you are in a healthy range).
