Birth in Germany does not confer citizenship. One parent must have been a German citizen.

You didn't say from whether the passport you lost was US or German.

If US, you just apply for another one using the Consular Report of Birth that was issued to you when you were born, that shows you were born a US citizen. If you lost that too, apply for a replacement. Here is all the info :

If the passport was German because you had one German parent, then apply at the nearest German embassy or consulate using the German birth certificate that shows the citizenship of your German parent.

The only way you can get german citizenship is to have german parents, but there is an amendmend to the law if you were born in germany and lived there over 18-20(I'm not sure about the time)you are eligible to get citizenship.

Since you were born on an United States military base, you are a US citizen. I do believe Germany does, however, recognize a "duel" citizenship, however, your parents may have "denounced" it in favor of a US citizen designation.

Perhaps you could get your birth certificates from the either the hospital or the official offices of births. Once you have these, you could inquire about German citizenship at the appropriate places.

You have duel citizenship and when you are of age you are suppose to be able to choose which one you want unless your parents have already done it for you.....
