The most likely thing is a sensor for an Opticon traffic control system. These sensors detect strobe lights mounted on emergency vehicles flashing in a certain pattern and speed, and will change the light to green for them to clear the intersection. Look at your MICU's, fire trucks or police cars, there will be a continuos rapidly flashing white strobe, somtimes mounted in a small square box over the driver side of the cab. The newer generation stuff can be mounted in a light bar also. Most traffic cameras are fairly large, and are mounted on poles on the corners, not on the traffic lights themselves. It probably is an Opticon sensor.

There could be several things mounted up there like video cameras or sensors everyone believes the cops use to turn the light green for them. Could be pigeon droppings but I don't think so. Most likely it is a video camera used to monitoe traffic patterns, wrecks, violations, etc.

Without a better description, you will only get guesses. If they look like cameras, they probably are. Many cities now use 'red light cameras' to issue traffic tickets to cars that run red lights.

The device you are referring to could be a traffic cam, or a traffic signal preemption device. A traffic signal preemption device is an optical communications system that allows preemption-equipped vehicles to alter the normal operation of preemption-equipped traffic signals.

if they're small and blue theyre used to change the light red when an emergency vehicle comes through. if it looks like a camera, it probably is one. look for signs saying automated traffic enforcment

Slicktop80 has it on the nose. Strobes on emerg vehicles activate the sensor which switches the lights.
