having 2 black labs, i've never seen this behavior in them when they're on the poop patrol. most dogs i've seen circling do so before lying down...the theory being that they trample the grass so they have a more comfortable place to rest.

It dates back to when dogs were wild, and is a built in instinct.
They would do their business in tall grass, usually, and by turning around, they would flatten the grass, so that it would easier for them to do what needed to be done.
They usually do the same thing, when bedding down for the night.
