First off, birth control, including condoms, are permitted in Islam. All methods used to prevent the conception of a child are permitted. What is forbidden is the destruction of the fetus. There is nothing mentioned in the Qur'an about condoms, but that is because there was no such thing back then. And yes, the populations in Islamic countries are on the rise, but they are all over the world, in part because many non-Western cultures place great importance on having a large family (but that doesn't mean that birth control is forbidden).

The Quaran says nothing about condoms or any sexual protection, but like the Bible's teachings or any other religious book, it is interpreted by priests/preachers/laymen who then take it to mean whatever they wish. Interpretation and then the spread of a popular interpretation develops a particular pattern of belief.

In the Middle East I do not believe contraceptives are attainable easily.

Ps. I am not Muslim, I just read the Quaran while I Was in the military to pass time in Boot Camp.

No its not banned but you have a good question here, the reason for a huge population in Muslims is, they believe not to interfere in Gods matters, like they would not abort or use contraceptives to prevent pregnancy. They say its going against Gods wishes, as he is the one who brings a child into this world, so he will take care of it through its parents of course. But this doesnt go with everyone.

Here is a fatwa from Islam Q&A about this.

Question :

ASSLAMU ALAIKUM. I WANT TO KNOW WHETHER CONDOMS CAN BE USED.
OR WHAT IS THE MEANS OF PREVENTING PREGNANCY. WHAT IS THE ADVISABLE MEANS ACCORDING TO ISLAM

Answer :

Praise be to Allaah.

It is permissible to use condoms so long as this does not cause any harm and so long as both husband and wife consent to their use, because this is similar to ‘azl (coitus interruptus or “withdrawal”). But it reduces the sensation of pleasure, which is the right of both partners, and reduces the chance of conception, which is also the right of both partners. Neither one of them is allowed to deprive the other of these rights.

I was in Malaysia last year and a kind young Muslim man gave me a lift to my hotel. He was in the health industry. I asked him about the Aids situation there. He pointed out that it is hard to control or advertise because sex before marriage is forbidden therefore you cant advertise safe sex using condoms. Its a catch 22 situation.
