Well, I think a stun gun works pretty well in that situation. ;)
Actually, I would try to play dumb as if you have no idea what he's talking about. Just make no eye contact and stare at your shoes and answer "yeah" or "no" and just grumble at everything he says like you're not really getting it... Just never agree to anything they're trying to sell you and you'll usually get rid of them.
Or if you are ethnic in anyway, pretend you don't speak English and can't understand what he's saying.
If it's a nice looking girl trying to be cheerful and perky to sell you stuff, just stare at her breasts and maybe she'll get uncomfortable and go away. If she approaches you first, then it's not harassment, it's self defense. ;)
If they are on the street waiting on the corner by a store entrance (a common tactic), go in with a group of people next to you and make sure you are on the side of the door, facing away from the salesperson. Usually they will catch the person closest to them and you will get in without being bothered. Be creative and you can find all sorts of ways that works wonders on salesmen and solicitors of all types.

You need to realize that if a girl rejects you when you approach a random girl that she is not rejecting you but rather your routine for picking her up, Women are biologically designed to care much more about inner things like confidence than physical appearance. If you get rejected don't take it personally because she knows nothing about you, your friends or your hobbies, all she knows is your routine. All you have to do is polish up your routine and get back out there! I know it is scary at first, but AA never truly goes away, it is always present you just need to suck it up and get in there. The more times you approach the less it will bother you. Approaching and confidence are the only ways to get over AA. -Good Luck

I try (not very hard because I don't need to) look crazy and mean. People seem to leave me alone. Kids for some reason see right through it and still throw things at me.

I would kindly inform the person that I'm not interested in whatever they were trying to sell me, and that if I were interested, I would contact them. Then walk away.

One thing that works pretty well is to tell them that you have no job, no money, no credit cards, etc. They really don't want to sell to somebody who isn't going to pay for it.

That usually works... LOL ; p

If they're bothering you out of the appropriate section, I'd speak to the manager. Otherwise, I just say, "I know it's your job, but I'm not interested. Please leave me alone."
