I believe the dog came first. A long time ago a dog was fleeing his home and a flea was fleeing his. The flea was floundering because he couldn't find a flat to live in and happened to see the dog's long hair flapping in the Florida breeze. He jumped on the dog's flowing tail and it's been dogs with fleas ever since. Pleez....
