Most likely you misunderstood the issue and they were talking about "drafting". Drafting in cycling is when one cyclist rides behind another cyclist (usually with the back tire of the front rider inches away from the front tire of the second rider). This creates an aerodynamic situation that allows the second rider to be "pulled" by the front rider, thereby not having to exert so much energy.

In some sports, like Triathlon, this is considered illegal because it is an individual sport, instead of road cycling which is a team sport. This is probably why the person you are referring to received a penalty.

It's called drafting.

Pro Cycling:
In ITT's (Individual Time Trials) if a rider has been passed by a rider who started behind him, there is a certain amount of space you must give to the rider that passed you.

Triathlon:
Here riders cannot use drafting just like in Pro cycling, either. However, this isn't a Time Trial situation. Here they are just trying to beat eachother and get to the running part of the triathlon.

what he sed ;-) drafting takes skill, more important it takes a whole group of riders who have that same skill level and communicate.

Drafting can be wonderful but find a class, a club or group to teach you how to do it right and practice.

Never draft off someone without getting their permission, even if you think you'll take a pull at the front.
