Any Help Appreciated! Please?

I'll try to start at the beginning here.
There is this guy at our county fair that I have known for 3 years and I really really like him! We always go everywhere together, and are great friends. Everyone says he likes me, and that it's obvious, but I feel like it's one sided, what do you think? We walk around with our arms around each others shoulders, but, we have been really good friends, and for us, that's normal. Should I make the first move?

I just found out that we are going to be going to the same school this year! Is this a good thing? (in other words, does it help my side?)
