Well, it foams in the presence of bacteria, good or bad. It can foam when it's on an infected wound or in the drain of your sink.

Hydrogen peroxide should not be used on wounds that are infected. Hydroge peroxide destroys infected tissue. That means that instead of the infected tissue healing and leaving a small scar, the infected tissue is destroyed and the healing wound leaves a much larger scar.
If you must use peroxide to flush a wound, always follow that up by flushing with clean water. This allows an opportunity to destroy much of the bacteria in the wound without eating away the tissue.

it foams in contact with bacteria. however since there
are bacteria pretty much everywhers there is almost
always some foaming.
