a quart is 32 ounces, 2/3 of that would be....21.3 ounces....a cup is 8 ounces....so, just under 3 cups....or 2 cups and 2/3 cup...would be close enough for whatever you're doing

That's a strange number, since it take 4 cups to make a quart, using a cup measure, measure 2/3 cup 4 times that will give you the yield you need.

generally 2 cups = 1 pint, 2 pints = 1 quart or 4 cups = 1 quart

so...you need 2 and 2/3 cups of vinegar to make 2/3 quart

A quart is 32 fluid ounces...

Divide that by three...and you have !0.333 ounces...
20.666 ounces would be 2/3
To make that easier...
two 8 oz. glasses and a half glass more (aproximately)
