There's a program that you can use to edit things called Gimp. It's free and can be downloaded here, http://www.gimp.org/downloads/
Of course, you can't do nearly as much as you'd be able to do with photoshop, but they do have places where you can download brushes and find some pretty good tutorials from.

As someone's already mentioned, The GIMP's the best direct (free) replacement for Photoshop. Other free apps will do the basic stuff no problem but only The GIMP is actually designed to compete with Photoshop's range of abilities.

Google Picasa is very useful... ofcourse you cant have the features of Adobe Photoshop.. but still for home user, picasa is useful. To get the software, jst type picasa in google, you would get.

Google has a free version of Picasa though I don't think that it's as good as photo shop.
