Some people with mild forms of Tourette's have minor spasm and quivers that manifest themselves in many ways. The blinking could easily be involantary muscle spasms.

nervous, maybe? I used to know a guy that used to blink A LOT for no reason (Blinky was his name...) Might be different reasons. Who knows.
