Also if drugs were legalized and taxed with the proceeds used for education rather than incarceration would we not be in a far better position economically as well as socially ?

Very interesting link. It said alot of things I've been thinking for years. And yes, it has created a sub culture reminiscent of the 20's & 30's. It's time the government woke up to the fact that their so called "war on drugs" is not working. And that it's costing more money to incarcerate people than to rehabilitate them or just legalize drugs & offer help instead of hurting them more by putting them in jail.

Yes.

There are millions of young men and women who glorify the "thug" culture across the country. Most of them are addicts, but a good number of them wheel and deal in controlled substances. The sub-culture has their own style, music (MTV), TV (BET), etc. like Capone. Police only look for the major dealers, but there is always someone ready to take over when the bigger targets are locked up.

Watch the movie, "New Jack City" for a better understanding of the sub culture.

To the second part of the question, many European countries have legalized street drugs. Europeans focus on the traffickers and not the end users. In America, there are opportunities for corruption given the amount of money involved. The HBO show, "The Wire," provides an in-depth look at the streets, the money and the people. Many low-income young people only have three choices in life: Work at Wal-Mart, Die in Iraq or use/deal drugs. Education and hard work remain the ticket out of this situation, but a lot of people are written off in public education.

The War on Drugs is as Winnable as the War on Terror or a War on Bugs. You many capture or kill some but more will allways take there place.
