No, in medical terms it is referred to as the CRITICAL HOUR.
The miracle hour is sometimes a romantic reference meaning the time between 12:00am (midnight) and 1:00am. Also referred to as the LOVER's HOUR. In days of yore it was a special time for meeting in secret and being naughty.
