All prisons (in the US) restrict the use of the internet by inmates, unless they're a trustee or have earned a ranking status, even then they are closely monitored and still have restrictions on internet usage.

Offenders are not allowed to use the Internet. Some offenders have "clerk" jobs within the prison and use a computer, but the computers do not have Internet access, it is for data entry only. When these offenders are on the computer, they are monitored by staff.

If they have access to the Internet they can use Yahoo answers. Most prisons don't have unencumbered use of the Internet. Some of the lower level white collar prison farms have more unfettered access.

Prisoners do get (FREE) Internet access. Some of the sites might be blocked, but since they are not people that obey the rules, they probably can find ways around it.
